Established in 1908 as the Manchester Volunteer Fire Department, the agency evolved into the West County EMS & Fire Protection District in 1996 to better represent its broader coverage area. It spans approximately 21 square miles, serving an estimated 51,000 residents across Ballwin, Chesterfield, Des Peres, Manchester, Town and Country, Twin Oaks, Winchester, and adjacent unincorporated areas.
The District employs 66 professionals (51 line personnel and 15 administrative staff). Staff include fully licensed, dual-role Paramedic/Firefighters, operating from three fire stations (Station 1 & Admin Office in Manchester; Station 2 in Manchester; Station 3 in Town & Country) with coverage extended to all-hazards incidents. Responds to approximately 8,000 calls annually, with roughly 70% involving emergency medical services.
Under the motto “Always Ready. Always Professional. Since 1908,” the District commits to responsive, high-quality service for all who live or travel through West St. Louis County. The District also supports a 501C3 Nonprofit “The Safety House” that specializes in fire and emergency preparedness for children of all ages, educating approximately 4,000 children annually.
