Bexar County Emergency Services District No. 4 (ESD 4) is a political subdivision of the State of Texas that provides fire suppression, first response and transport medical care, rescue operations, and all-hazards emergency services to residents and visitors within its designated district in Bexar County. The department operates under the governance of an elected Board of Commissioners and is funded primarily through property tax revenue and other authorized funding mechanisms.
Our department is in crisis. We’ve had multiple chiefs change in just over a year. Our AC pushes dumb initiatives, fights with officers on scene and is going to get someone seriously hurt. The board and admin have driven away our best people. The board is not trustworthy. We did a vote of no confidence on our former fire chief about a year ago and so far, nothing has changed. They hired our new chief. However, the board replaced one evil for another. This chief isn’t fixing anything. Our AC and DC care more about themselves than our guys and don’t care about patients. They set new medics up to fail, which only hurts the new medics and patients they get. We have been fighting to make things better but nothing has improved and it’s only gotten worse. The department moral is at an all time low. Our shifts are continuously understaffed because no one wants to work. We’ve had the most turn over and have kept the most toxic. Our admin are bullies and there is so much gossip running through the department it’s unhealthy and playing all sides against each other. Our board is useless and is appointed because they’re friends with the commissioner not because they’re qualified in anyway.
